Paul is a seasoned lawyer and policy strategist with over 15 years of professional experience in government, private practice, and regulatory advisory. He served as Assistant Secretary for the Employment and Human Resource Development Cluster of the Department of Labor and Employment (DOLE) from 2022 to 2025, where he led key reforms in labor policy, digital transformation, and inter-agency coordination. In private practice, he focused on labor litigation, alternative dispute resolution, data privacy, and regulatory compliance for traditional and tech-based enterprises. He is a Certified Data Protection Officer.
