Jay graduated from the University of the Philippines Diliman in 1985, earning a degree in AB Political Science with a minor in AB Economics. After gaining valuable work experience in the field of marketing, he decided to pursue a legal career and enrolled at Ateneo de Manila University in Makati City. In 1993, he successfully completed his JD degree.
Upon passing the Philippine Bar Examinations in 1993, Jay joined the esteemed law firm Sanchez Rosales Sanidad & Mercado. During his time there, he gained extensive exposure to litigation, handling cases encompassing criminal, civil, and labor laws.
In 1999, Jay received an invitation to join the legal team of President Joseph E. Estrada, serving in the Legal Office of the Office of the President. This opportunity allowed him to contribute his expertise to matters of national significance.
